Why don't countries like Nepal just build a fence around the edge of the country to keep the earthquakes from entering in the first place? Very simple and saving a lot of lives

Obviously then if there is a deep enough trench dug around the periphery of the area you wish to proatect, you will stop the earthquake from coming in.
