Unfortunately, it's very likely that is the case. What is clear to the educated among us is that the phrase
cultural phenomenon is accepted into the common lexicon, and been assigned a meaning that is sufficiently more than the sum of its parts to make it a
clause. Thus, the clause cultural phenomena is to be referred to in the singular. Because it's referring to a single subject (that has multiple parts, hence the plural form of phenomenon).
