Hentai just means anime pornography, the term doesn't imply anything pedophilic. Rendered videos would be a problem if they're realistic enough to be indistinguishable from the real thing, as it would require the government to closely monitor the producers to make sure no actual children are being harmed. It requires a lot less resources to just ban anything that looks like CP. Furthermore, the government just doesn't want to do anything that normalizes pedophilia.

Also, for some reason there is no child abuse, when one forces his children against their will to do chores, but when some child agrees for a photo-session, he enjoys, that is child abuse.

Children can't even legally consent to financial transactions, what makes you think they can consent to sex? Children often lack the maturity to properly understand what sex entails, and even if they do, they lack the social power to say no if a parent tries to push them into it. And yes, forcing children to do things against their will is a normal part of parenting, however that's what things like child protective services are for, to make sure the parents aren't actually forcing their children into anything harmful.
