The rules are following:
1.Wishes cannot contradict logic.
2.Laws of universe can't change.
3.All wishes must be written completely within and inside the palm of your hand with ink(any ink that is staining skin).
4.If the wish is possible the ink will disappear and a flash of purple light will emanate from your hand. If not, you must remove the ink before writing a new wish.
5.Earlier wishes cannot be overriden by later wishes, but their finer details can be changed if the early wish doesn't specify them.

What is the first(second, third) wish you write in?

This logic clause really jews up the equation. Very little can be attained "logically" except through pure grift and tenacity, so wishes would have to be very uninspired indeed.

Genie prints/creates it as needed.
1.Genie just print new money using a copy of press/coin machine, as needed(about 400 printing presses and 1200-1500 coin mints would be enough).
Or the Genie would go the lazy way and just copy existing money using some 3D molecular printer(Genie can afford it) working in a pocket dimension where time is x1000 faster.
Or if the Genie is masochist he could build coins by willing molecular layers of chosen metals to lay down on a surface like a stack of plates and gently bind them.

The thing to understand here is as follow(i assume you didn't read the linked Grandfather paradox article).
1.You wish for Germany to win WW2.
2.Timeline is altered.
3.In that timeline you don't exist, or you exist and couldn't wish to Germany to win WW2 because it already won.
4. At the past's future there is no wish "Let Germany win WW2", so the wish doesn't exist anymore.
5.Genie sees that as a paradox/contradiction and refuses to make the wish.

Preempting the question of "wallet that can't be destroyed", the genie would just replace the damaged wallet before you can even blink, with a new copy. There is no need for indestructible wallets.

Now I get it. The genie can't make something happen in the past because if it did happen in the past you wouldn't be wishing for it to happen in the past since it did happen in the past already. At best you would be asking for it to continue having happened in the past, which is a seriously wasteful wish that nobody would make.

Imagine of the whole universe disappeared but to get it back you had to wish upon a Genie, but your wishes (unlimited available) have to cover every aspect of the universe and any missing aspects won't return. For example, you have to wish for the law of gravity or you will float away and you must wish for zebras to have stripes or they won't and you must wish for both electrons and nuclei or matter won't hold, and so on. Could you do it? Are you well versed enough in the ways of the universe to bring it back? Or will you be doomed to a failed universe where you forgot to wish for the entropy of a system to always reaches a constant value as its temperature nears absolute zero?

That an interesting concept, the complexity of material reality if designed, it could have some "missing parts" or loopholes due bad design.
Some multi-dimensional being not used to living in 3D might make assumptions about 3D worlds that don't correspond to reality or forget that 3D is behaving differently.
