I mostly lurk around usenet, so I don't know the politics of taking over a group. For nominations, here are a few that show up to me (Eternal September) as pretty much dead, for which the name might make some sense.
Or we could just make our own up and get some sucker to run a central, a la jury-rigged DistBB with less of the sexy bits.

You need about 10 messages per day in existing groups for your proposal to be supported by alt.config
