RMS haven't wrote Emacs. He took Gosling's Emacs and renamed it to GNU/Emacs. The same way he tried to rename Linux to GNU/Linux. Of course there is GCC, but, AFAIK, GCC is based on some older Pascal compiler, which was adapted (not by Stallman) to C frontend.

Erecting large obstacles to proper debuggers and IDEs, as well as ensuring that GCC would eventually stagnate and create a market for a compiler suite that doesn't do that. I respectfully disagree. I like my programming environment running as hot as possible. I like static code analizers running as I type, automatic background compilation after every save. I plan everything out on paper before hand, I have no desire to waste time managing the layout of mere code or pushing commits manually.

GNU EMACS has little code in common with Gosling EMACS. They share a name, and have a lot in common, but they're separate programs, like Microsoft Word and OpenOffice. As for GCC, Stallman's original plan was to write a C front end for an existing Pastel (Pascal dialect) compiler, but the memory requirements ended up being too high, so he wrote his own compiler from scratch, reusing some code from the C front end he had written, but not using any code from the original Pastel compiler.

And he didn't try to rename Linux, but rather distinguish the kernel from the OS.

Stallman wanted EMACS to be a Lisp machine environment, but he was too shit of a programmer to pull that off and "designed" the shitty knockoff elisp.
