Most small-to-medium businesses just use automated background checks. These won't show mental health records unless there was a criminal judgement such as sentencing to a mental institution. I do this as part of my job.

But most of the cost is actually in fuel. My father has a yacht, and at full speed (40 nauts) it burns a gallon of diesel every five minutes. I suspect that he won't be filling the 1200 gallon fuel tank up very much as long as oil is so cheap.
