That's what Cudder has been doing for years. Promise something great, keep talking about it for as long as possible posting his ideas, when people start to see he's not going to deliver he posts some snippets of code to keep interest up again, then say he won't post the whole thing because it's messy and he wants to clean it up before doing so. Then he just keeps going and going with all the talk... That's how it was with the decompiler and that's how it is with his browser. He will never finish a single project.
Consider that everyone would want to use such analysis tech to make their software more bug-free and "safer". On the other hand, this also means more effective DRM systems and other user-oppressing "security". We do not want that to happen.
Cracking groups do not release their tools for the same reason.

Seriously, dude, if you can do it then there are probably a few other minds who can do it too. They most likely also keep it to themselves. Most likely cracking groups, security researchers and big corporations/nsa are the guys who have fucking excellent reverse engineering toolsets.
