You hardly ever see anyone implement the full set anyhow. 90% of fonts don't even have non-English characters (and I mean really basic shit like French œ or German ß that's in the fucking ASCII table). Every time Unicode adds useless bullshit like this that no font author will bother implementing, it will be yet another "irrelevant segment" that everybody ignores, and it will add to the public perception that most of Unicode doesn't matter since nobody implements it and nobody uses it.
When you can't rely on fonts to have full implementation, software authors will only rely on a minimal Unicode set and just delegate things like emoji to their own implementation (ie. converting :-) to an inline image). This amounts to de facto alteration of the standard because a standard (or part of a standard) that nobody uses is just some fag's irrelevant fantasy.
The funniest thing is that Unicode did this to themselves. If they limited the proportion of frivolous codepoints, the community would tend to supporting the full set, because there is an initial psychological barrier between expecting that you will support a standard fully and making the leap to saying "fuck it, I'll just do the parts I need". Once you make that leap though, it's a smooth slippery slope that ends at "Unicode fonts" that barely support ASCII.

When discussing this, Vladimir Reshetnikov mentioned the Mongolian Vowel Separator (U+180E) which has had an interesting life. It was introduced in Unicode 3.0.0, when it was in the Cf category (“other, formatting”). Then in Unicode 4.0.0 it was moved into the Zs (separator, space) category. In Unicode 6.3.0 it was then moved back to the Cf category.

I have the Unicode font created by Jing Yongshi 景永時 and modified by myself that is used for the Unicode and 10646 code charts (and which I use for the Tangut glyph images in my Tangut blog posts), but unfortunately I do not have any rights to the font, and cannot distribute it. I had hoped to create my own Unicode Tangut font in time for the release of Unicode 9.0 in June, but that seems increasingly unlikely given the current demands on my time.
